Videoconference, 31 July 2026 – The Southeast Asia Regional Program on Combating Marine Plastics (SEA-MaP) convened its Second Stakeholder Consultation for the Development of the Synthesis Document and Implementation Roadmap for Key Recommendations via video conference. The Consultation brought together representatives from ASEAN Member States (AMS), comprising members of the SEA-MaP Project Steering Committee (PSC) and PSC-nominated representatives, as well as the ASEAN Secretariat, to discuss and exchange views on the draft Synthesis Document and Implementation Roadmap for further refinement.

The Synthesis Document is being developed as an overarching reference to consolidate and streamline recommendations generated across SEA-MaP’s workstreams. Together with the Implementation Roadmap, it aims to support AMS in identifying priority actions and considering phased approaches for the continued uptake of SEA-MaP knowledge products and recommendations, contributing to the implementation of the ASEAN Regional Action Plan for Combating Marine Debris.

During the Consultation, participants exchanged views on the proposed strategic themes, regional priorities, and national and regional implementation pathways. Discussions highlighted the importance of effective governance and sustainable financing as key enablers for the long-term implementation of the proposed recommendations.

The Consultation demonstrated broad recognition of the value of consolidating SEA-MaP recommendations into a practical implementation framework. Feedback from the Consultation will inform further refinement of the Synthesis Document and Implementation Roadmap, including strengthening the articulation of its methodology, alignment with existing ASEAN mechanisms and regional priorities, and flexibility to accommodate the varying national contexts, institutional capacities, and implementation priorities of AMS.

The Synthesis Document provides a foundation of recommendations for AMS’ consideration toward the implementation of the RAP and possible future actions as guided by ASEAN.
