The Southeast Asia Regional Program on Combating Marine Plastics (SEA-MaP) aims to reduce plastics consumption, increase recycling, and minimize leakages to prevent land- and sea-based marine plastic pollution in Southeast Asia.
The Regional Project contributes to the above objectives through two components:
SEA-MaP is a USD 20 million Regional Project that is funded by the International Development Association from 2022-2027.
Adoption of the Bangkok Declaration on Combating Marine Debris in the ASEAN Region
SEA-MaP project approval by ASEAN and the World Bank
Signing of the Outputs Agreement by ASEAN and UNOPS
SEA-MaP is established to support the ASEAN Member States in the implementation of the ASEAN Regional Action Plan on Combating Marine Debris in the ASEAN Member States (ASEAN RAP).
SEA-MaP focuses on 10 out of the 14 Priority Actions identified in the RAP. These Actions aim to enhance the region’s coordinated actions at addressing a variety of plastic issues.
ASEAN’s strategy for addressing marine plastic pollution is to implement actions at three key stages of the plastic waste value chain:
The project is implemented by ASEAN through the ASEAN Secretariat (ASEC), with the structure comprising a Project Steering Committee (PSC), a Project Management Unit (PMU), and a Regional Implementation Support Unit (RISU) located within the United Nations Office for Project Services (UNOPS).
The PMU provides overall project oversight and supervision in the implementation of SEA-MaP and reports to the Project Steering Committee (PSC) which consists of the ASEAN Working Group on Coastal and Marine Environment (AWGCME) and the ASEAN Secretariat.
