Second Stakeholder Consultation Advances ASEAN Marine Plastics Resource Mobilization Strategy

Video Conference, 21 April 2026: The SEA-MaP Regional Project organized the Second Stakeholder Consultation for the development of the Marine Plastics Resource Mobilization Strategy (RMS) via video conference. The consultation forms part of SEA-MaP’s support to the implementation of the ASEAN Regional Action Plan for Combating Marine Debris in the ASEAN Member States (2021–2025), particularly under the Planning Phase: Enabling Conditions.

The Consultation featured discussions on the draft Resource Mobilization Strategy (RMS), including its strategic framework, financing architecture, and implementation approaches to support ASEAN Member States in mobilizing resources for marine plastics action. Discussions highlighted the importance of strengthening financing coherence, investment readiness, and coordination mechanisms, while also identifying opportunities to enhance project preparation, stakeholder engagement, and practical implementation pathways at both regional and national levels.

Through plenary discussions and breakout group sessions, participants exchanged views on financing approaches, implementation arrangements, stakeholder roles, and partnership mechanisms. Discussions highlighted the importance of strengthening financing coherence, improving investment readiness, and developing clearer pathways for project preparation and implementation. Participants also emphasized the need for more practical guidance, including clearer financing pathways, implementation tools, and country-level entry points to support uptake of the RMS.

The Consultation forms part of SEA-MaP’s continuing efforts to support the development of a practical and regionally aligned Resource Mobilization Strategy that can strengthen partnerships, mobilize investments, and advance marine plastics action across ASEAN.
