First Consultation Held to Discuss Development of the Synthesis Document and Implementation Roadmap for Key Recommendations by the SEA-MaP Project

Videoconference, 30 April 2026: the SEA-MaP Regional Project organized the First Stakeholder Consultation for Development of the Synthesis Document and Implementation Roadmap for Key Recommendations by the SEA-MaP. In particular, the session focused on presenting key findings, seeking feedback, and validating findings of the draft Landscape Analysis and Risk Assessment (LAR). 

Opening remarks were delivered by Ms. Alita Sangalang from the Department of Environment and Natural Resources (DENR) of the Philippines, on behalf of the AWGCME Chair and Co-Chair of the PSC of SEA-MaP. The remarks highlighted that since the implementation of SEA-MaP in 2022, ASEAN Member States have provided significant ongoing support and guidance to the project to collectively inform the development of various knowledge products covering topics such as EPR Handbook and Toolkit, Standards for Plastic Packaging and Waste Trade among others, and  two regional platforms for innovation, investments, knowledge and partnerships. Collectively, these workstreams have generated a substantial body of knowledge intended to support practical actions at both the regional and national levels. As such, the development of the Synthesis Document aims to consolidate the recommendations produced under SEA-MaP to support their accessibility, utility, continued relevance, and application beyond the project lifetime. 

Key discussion areas covered in the consultation include:

  1. A prioritization framework for assessing SEA-MaP recommendations to identify a streamlined set of actions to help guide future efforts;
  2. Rsks and mitigation measures to ensure the sustainability and long-term uptake of prioritized actions; and
  3. Identification of any additional analysis that is required to underpin recommendations for a streamlined program of action going forward.

The event was organized under the SEA-MaP Regional Project, facilitated by the Regional Implementation Support Unit (RISU) and the SEA-MaP Project Management Unit (PMU). The event was participated by representatives of the ASEAN Member States, the ASEAN Secretariat, and the World Bank.

Further consultations will be conducted to gather feedback and inputs to guide the development of the Synthesis Document and Implementation Roadmap, to ensure that the contents are contextually appropriate and relevant to the ASEAN context, and contribute to the ASEAN Regional Action Plan for Combatting Marine Debris (ASEAN RAP). The document is envisaged to serve as a reference document that seeks to consolidate and synthesize the recommendations across all SEA-MaP deliverables into a singular, streamlined framework.
