Second Technical Consultation held to Advance Development of the ASEAN Extended Producer Responsibility (EPR) Handbook and Toolkit

Jakarta, Indonesia, 3–4 February 2026: The SEA-MaP Regional Project organized the Second Technical Consultation for the Development of the Extended Producer Responsibility (EPR) Handbook and Customized Toolkit in Jakarta, Indonesia. The Consultation brought together representatives from ASEAN Member States (AMS) to review progress and provide technical inputs. The Handbook and Toolkit are being developed to support the effective design and implementation of EPR systems across the region.

The Consultation featured discussions on the following areas:

  • Presentation of the first draft of the EPR Handbook and the detailed Toolkit outline, including how both outputs are designed to complement each other;
  • Validation of their relevance and applicability within the ASEAN context, with identification of priority areas for refinement; and
  • Exchange of technical inputs from AMS on the content, design, format, and potential dissemination approaches.

During the Consultation, the consultant also presented key milestones, the current status of EPR implementation in the region, core principles, and a step-by-step walkthrough of the Toolkit as alongside the overall design of both outputs.

Participants highlighted opportunities to strengthen linkages with existing regional initiatives, including the ASEAN Sustainable Consumption and Production (SCP) Framework, the ASEAN Blue Economy Implementation Plan, and the Framework for Circular Economy for the ASEAN Economic Community.  These synergies are expected  to enhance regional coherence and support ASEAN’s transition towards more circular and resource-efficient systems. 

Inputs gathered from the Consultation will inform further refinements of the EPR Handbook and Customized Toolkit, with preparations underway for the upcoming Government Consultation scheduled for April/May 2026.

The Consultation was facilitated by the Landbell Group, in coordination with the SEA-MaP Regional Implementation Support Unit (RISU) and Project Management Unit (PMU), making another important step toward strengthening EPR implementation across ASEAN.
