ASEAN convenes the 6th PSC Meeting of SEA-MaP

Videoconference, 27 November 2025: The Sixth Meeting of the Project Steering Committee (PSC) of the SEA-MaP was held via video conference. It was attended by PSC members from ASEAN Member States, the ASEAN Secretariat and the SEA-MaP Project Management Unit.   The SEA-MaP Regional Implementation Support Unit (RISU) housed under the United Nations Office for Project Services (UNOPS) and the World Bank (WB) were invited as observers. Representatives of consulting firms working under SEA-MaP attended their respective technical deliverable sessions to present updates.

The Meeting commended the milestones achieved by the Project since July 2025, which include the delivery of nine engagement activities with AMS for eight workstreams, including one Innovation Expo and one High Level Policy Dialogue and Workshop Series under the Regional Platforms, Knowledge Exchange Program 2025, as well as the approval/ endorsement of the Regional Behavioral Change Communication (BCC) Strategy Playbook in November 2025.

The Meeting discussed, among others, the overall progress implementation of the SEA-MaP Regional Project, and the Annual Work Plan and Budget (AWPB) FY 2026. The Meeting also discussed a number of key ongoing technical deliverables which include the following: 

  1. Best Practice Manual for Development of Minimum Standards and Technical Requirements for Plastic Packaging and Labelling
  2. Regional Guidebook on Phasing Out Single-Use Plastics
  3. Regional Guidebook for Common Methodologies for Assessment and Monitoring of Plastic Pollution
  4. Knowledge Exchange Program 2025/2026
  5. Regional BCC Strategy Playbook
  6. Regional Platform for Knowledge and Partnerships 
  7. Regional Platform for Innovation and Investments

 

The Meeting looks forward to the accelerated progress of the Project’s technical deliverables, particularly through the near finalization of three technical deliverables by the end of 2025, the continued implementation of two key deliverables under the Project, namely the Regional Platform for Knowledge and Partnerships, and the Regional Platform for Innovation and Investments, as well as the completion of several knowledge products under Component 1 and 2 in 2026.

The SEA-MaP Regional Project is funded by the World Bank and contributes to the implementation of the ASEAN Regional Action Plan for Combating Marine Debris in the ASEAN Member States, which aims to reduce plastic consumption, increase recycling, and minimize leakages to prevent land and sea-based marine plastic pollution.
