NOVEMBER 2025
Kuala Lumpur, Malaysia, 21 November 2025: The second day of the study tour of Knowledge Exchange Program (KEP) 2025 focused on Malaysia’s waste management infrastructure and the operational arrangements that support collection and disposal systems.
The first visit was to the Bukit Tagar Sanitary Landfill (BTSL), one of the most important landfills serving Kuala Lumpur and Selangor. Participants received a briefing on how municipal solid waste and scheduled waste—including hazardous and industrial waste—are managed through engineered controls, including leachate and wastewater treatment as well as renewable energy systems. The visit offered a close-up understanding of what happens when waste reaches its final destination and underscored the importance of strong environmental safeguards.
The study tour continued with a visit to Konsortium Darul Ehsan Berhad (KDEB) Waste Management, where participants learned how operational services connect waste generators, local governments, and recycling facilities. Discussions explored how assets such as waste collection vehicles, bins, and compactors are supplied through partnerships with the private sector to support collection activities. The visit demonstrated how contributions from producers help strengthen operational capacity—an essential component of Extended Producer Responsibility (EPR) implementation. Participants also observed how KDEB’s operations span domestic waste collection, recycling programmes, and public cleansing, reflecting the breadth of services required to maintain an effective waste management ecosystem.
By the end of the second day, participants gained a deeper appreciation of how large-scale infrastructure, private–public collaboration, and consistent operational capacity work together to support a more sustainable and circular waste system.
