ASEAN Member States further guided the development of the Regional Behavioral Change Communication (BCC) Strategy Playbook through Second Technical Consultation

Video conference, 7 October 2025: The SEA-MaP Regional Project organized the Second Technical Consultation for the Development of the Regional Behavioral Change Communication (BCC) Strategy Playbook via video conference.

This workstream supports the implementation of Action 11 of the ASEAN Regional Action Plan for Combating Marine Debris (RAP) in the ASEAN Member States which calls for the development of the Playbook for plastic and plastic waste, focusing on three key behaviors: littering, usage of single-use plastics, and sorting and recycling.

The Consultation featured two participatory sessions that focused on seeking inputs, guidance, and validation on two key developments:

  1. Structure and content of the full Playbook draft, highlighting four key chapters: (i) introduction (context setting, scope, and methodology); (ii) roadmap with toolkits for campaign development; (iii) recommendations for regional opportunities in ASEAN; and (iv) research and findings. The session also facilitated a ‘test drive’ or a live demo to showcase the navigation features of these Playbook chapters, and
  2. Concept and rationale behind the design, layout, icons and illustrations utilized to highlight various tools and chapters throughout the Playbook, and the proposed dissemination and communications plan for the Playbook.

 

Participants included representatives from the ASEAN Member States, the ASEAN Secretariat, and the SEA-MaP Project Management Unit (PMU). The Consultation was facilitated by Making Oceans Plastic Free (MOPF)/PT Ini Solusi Hijau, the consulting firm contracted to support the development of the Playbook.

The Consultation was held as a follow-up to the First Technical Consultation for this workstream that was held on 3 June 2025 via video conference. Both the first and second consultations are organized to ensure the Playbook’s contextual applicability and alignment with the priorities and needs of stakeholders in the ASEAN region. Subsequently, a Regional Workshop is scheduled to be organized by SEA-MaP in 2026 as a capacity building activity to roll-out, socialize, and maximize outreach of the Playbook.
